    how the Terminatrix was able to control modern vehicles? The T800 (Arnold) explained to John Conner that the Terminatrix utilizes nanotechnology. If you are not familiar with nanotech, it involves using microscopic machines (as small as the atomic level) to perform tasks. The nano machines were controlled by her, they control the electronics in the vehicles.
    Before you all snicker, if you can buy into liquid metal cyborgs and time travel, you should be able to buy into nanobots driving a police car!
