How to hang a toilet paper roll?

I've been perplexed by this question for years now mostly due to me being too lazy to look this up in some sort of etiquette reference book. It may not be the most glamorous issue in the world but I believe consensus must be reached.

So should one hang the toiler paper roll over, under, or does it matter at all?

I personally have come to rely on the over method because I think it looks significantly better. What do you think? I'd like this problem resolved.
