help with a fantasy movie

ok i seen this as a kid and cant find it anywhere can anyone help me with the name of it? i really dont remember details but basically is a big fantasy movie, the scene i can think of most was the main character girl left a piece of her hair in a village and when she escaped a witch cursed her hair and it grew to a rediculous length and the only way to cut it was with the axe of a blind axeman. when they found him he made them guess his name which was written in his hat. a bird helped her and im pretty sure it was a girls name. lol hopefully someone can help me with this.

Could it be The Tenth Kingdom? This was actually a tv miniseries in 2000.
