Not sure what the deal is yet, the SteelBook is a retail wide release here.
Apart from Sunrise and BB US, everyone else has a pic of Sarah walking with the caption "Artwork to be confirmed". So we either have 2 SteelBooks for this movie, or the "Exclusives" could simply contain some extra content or swag.
