OK, got an answer from Zavvi UK, it was like pulling teeth, but here's the scoop.
Yes, it's a shipping issue:

I apologize for the inconvenience.

Unfortunately, due to recent changes with our courier we can no longer ship to some countries including the USA which I do apologize for.

Sadly we don't have a confirmed date for when we will be shipping again, however this is continually being monitored and when possible we do hope to ship to here again.

Thank you for finding that out for us @jacques1400; sadly when it pertains to online orders for steelbooks the news seems to keep getting worst. I don't know how it is for other titles but it sounds like Disney is making it hard to obtain their steelbooks in Canada.

Maybe so, but it took me 3 replies to get it.
it may not be the whole truth, but either way it affects Worldwide Shipping, not just North America.

This is terrible news as a Canadian collector. There are very few retailers that carry steelbooks domestically, non that carry Disney exclusives and Zavvi was the one place we rely on. I might just have to quit this hobby altogether.

If either Zavvi or BBC don't resolve/alter their current positions then I don't think I'm going to try and jump through hoops to get the Steelbooks anymore. I'll just resort to purchasing the plastic case versions (while they are available!) and maybe change to some special steelbook release down the line if they do become available somewhere thats accessible.

I'm really surprised Best Buy Canada is still in business, but maybe the new CEO will give Canada the same thing they gave Mexico, the boot!.

Even though I have the resources for US purchases, the costs associated with importing them is way out of control.
Apart from some selected SteelBook titles, I'm also cutting way back, sticking to Boutique Label offerings.
They normally offer awesome slipcovers on their First Pressings, and are highly collectable.

I know Best Buy Canada will not be receiving this and Zaavi will no longer ship to some countries at this time; but I figured that I would just throw this information out there. But the Ant-Man and the Wasp: Quantumania 4K UHD SteelBook is up for preorder at Best Buy USA.

For what it's worth Walmart.com has John Wick chapter 4 and they haven't canceled my order that being shipped to a package forwarder like BestBuy does.

I've used https://www.crossborderpickups.ca/ for a couple different things and they're pretty quick. They have 2 pickup locations in the GTA and also will ship within Canada.
